Article 1 — Complaints & Grievances: Policy Overview

Scope

  • Complaints about neighbors, noise/nuisance, security incidents, use of common areas, rule violations, and HOA officer/staff conduct.

  • Billing disputes (SOA, penalties, payments) are handled under Finance (see Finance KB: Article 8).

Principles

  • Fair, documented, no retaliation.

  • Due process: notice → chance to explain → evidence review → written resolution → right to appeal.

  • Confidentiality: shared only with persons who need to know.
