Article 3 — How to Get Construction Clearance (What to Submit)

Don’t mobilize workers or materials until clearance is issued.

Submit these:

  1. Scope & simple plan/sketch of the work.

  2. Schedule (start/finish + daily work window).

  3. Contractor details (company/name, contact, on-site person-in-charge).

  4. Waste/clean-up plan (debris removal, daily sweeping, dust control).

  5. Site protection (tarps, fencing/barriers; mats/wheel wash if needed).

  6. Worker list (full names + valid ID) for IDs/gate passes.

  7. Traffic/delivery plan if trucks will stop on the road or cross the sidewalk.

Fees & bond. Pay any processing fee and post a ₱15,000 refundable damage bond. Bond is returned after final inspection if there’s no damage or penalties.
Utility/telco works. If a third-party utility will touch common areas (poles, manholes, ducts), they must also follow DHSUD Consent Guidelines (D.O. 2022-012).
