What this covers. Any construction or renovation that changes your exterior, connects to or disturbs utilities/drainage, or uses/blocks roads, sidewalks, or other common areas.
Who handles it. The Development & Services Committee and Maintenance Committee process clearances and inspections. The Board issues approvals, penalties, and updates via resolution.
Goal. Keep projects safe, neighbor-friendly, and compliant—so we don’t end up with damaged roads, clogged drains, or blocked emergency access.
Legal basis (plain): RA 9904 (Magna Carta for Homeowners & HOAs) gives the HOA power to manage common areas and adopt reasonable house rules; DHSUD 2021 Revised IRR sets due-process for enforcement.
