Article 4 — Enforcement: Warnings, Violations & Towing/Escalation

Step 1 — Warning/Tag

  • Guards may issue a warning tag or verbal reminder for minor violations; photos may be taken for records.

Step 2 — Notice of Violation (NOV)

  • For repeat/serious issues, an NOV is issued citing the rule and a cure period. The case may be endorsed to Peace & Order/Grievance for action.

Step 3 — Hearing & Resolution

  • Parties may be called for a hearing. Resolutions may include compliance orders, fines (per Board schedule), or cost‑recovery for damages.

Towing/Escalation

  • Vehicles that block emergency access, hydrants, or driveways, or pose immediate danger, may be subject to towing in coordination with authorities.

  • Persistent offenders may face access restrictions or other sanctions per Board rules and due process.

Appeal

  • You may appeal a resolution to the Board within [7 days] of receipt. See the Complaints KB for the full process.
